Training of Trainers in Environmental Planning and Management in Vietnam (TOTEPAM)

TOTEPAM project belongs to CDS component of DCE program between Vietnamese and Danish governments. The total budget was 1,720,000 DKK from DANIDA.

2. General objectives
To enhance Provincial capacity and skills for training Provincial and District government staff in environmental planning and management.

3. Target groups and locations
– The main target group is the existing Provincial staff in the five Departments associated with the Ministries implementing the DCE programme (ie DPI, DoIT, DoNRE, DARD, DoC), andin the six selected provinces of the DCE program (Thai Nguyen, Ha Nam, Phu Tho, Quang Nam, Nghe An, and Ben Tre);
– A secondary target group will consist of:
+ junior lecturers from provincial state-owned and private universities and colleges;
+ district government staff.

4. Project contents

• To develop a group of environmental planning and management trainers fromprovincial Departmental DCE partners, lecturers from provincial state-owned and private universities and colleges, and district government staff;
• To develop training manuals and publications for Provincial government staff;
• To organize training series for selected Provincial government staff, and to assist the chosen trainers to develop at least one training course for staff in the trainers’s agencies;
• To develop a “trainer’s network” that would support trained trainers, after the completion of the DCE programme;
• To disseminate the outcome of TOTEPAM to other Provinces and government agencies outside of the DCE programme.

5. Project results

• The demonstration project TOTEPAM has reached all outputs as 18 training cources, teaching materials, 492 trainees from 6 targeted provinces;
• The local trainer network was established in the 6 targeted provinces (local experts, core trainees);
• Network establishment between local staff, ministry and university levels in the targeted provinces under DCE program;
• Capacity building and awareness is raising in environmental protection for local people through training and its exercises;
• Publications of hand book of guide to Environmental Planning and Management; Reference Book in Basic concepts and its practical implementation in Environmental Planning and Management in Vietnam;
• During the implementation process, TOTEPAM project has received strong supports from CDS (MPI), ISSE (HUCE), INEST (HUT), CARES (HUA) and local authorities, local staffs from the 6 targeted provinces of DCE program: Thai Nguyen, Phu Tho, Ha Nam, Nghe An, Quang Nam, Ben Tre.
